I am (and have been my whole life) a vegetarian...  With that said:
I think our cities cows should become an emergency food supply when our main food runs out!
Perhaps even a feature to convert cows to food (like the book binder/library feature).
What are your thoughts?

The current emergency food supply appears to be "long pork."  As can be seen from the pop loss of a food shortage.
...and miles to go before I sleep.

We should be able to convert livestock and horses into food on demand.  Bottom line is they are meat and can be eaten--so why aren't they?

You could have the convert option be added to the flour mil, although having animals slaughtered where grain is suppose to be made....

I would think at some level, your cows are being eaten anyway, and the food you would gain is just deducted from the cost.

All cows used in the city are consumed by workers at the invisible "Slaugherhouse" building.

And whats to stop elves eating orcs...   they are made from mud anyway, so even Jain buddhist elves can eat them.
