Under certain circumstances the negative resource auto-level down process would sometimes put town buildings (but not land plots) into negative levels.
This had all sorts of impacts for town management, including things like producing spurious error messages like "Insufficient X to build Y", even though there was plenty of X in the town.
We've fixed the dozen or so towns affected by this issue, and have put a repair into the codebase that means this should never happen again.
